Scroll area
Caps a region at --hui-scroll-area-height and scrolls the overflow, with a thin scrollbar that matches the theme.
A scrolling region needs to be reachable by keyboard. Give it tabindex="0" and a name when its content can overflow, or a reader who does not use a pointer cannot get to the rest of it.
